BACKGROUND/EDUCATION:

The son of a railroad construction worker, Charles was born in 1939 in Galion, Ohio.  He graduated from Bellefontaine High School in 1958.  He attended Eastern Illinois University in Charleston, Illinois and earned a bachelor’s degree in Government and Library Science in 1963.  He pursued some graduate work at Miami University and the University of Dayton.  He relocated to the Dayton area in 1963 and has lived in Beavercreek since 2009.

PROFESSIONAL EXPERIENCE:

In 1963, he worked at the Dayton Public Library and was tasked to handle government documents.  From 1963-65, he worked as a Social Sciences teacher at Fairborn High School.  From 1965-66, he worked as a Reference Librarian at Belmont High School.  In 1966, he became a Political Science Instructor at Sinclair Community College until his full-time retirement in 2017.  He is currently teaching part-time classes in the College for Lifelong Learning Department to the senior citizens of the community at local senior citizen centers in Miamisburg and Kettering.

From 1970-79, he served as a Democrat on the Dayton City Commission Office.  He later won election as the Democratic Ohio State Senator for the 6th district from 1979-83.  His 6 four-year terms began in 1983-2006 as a Montgomery County Commissioner.  He changed his political party status in 1996 to the Republican Party. 

All roles within his careers within the high schools of Fairborn and Belmont as well as through Sinclair Community College, have resulted in enhanced knowledge of sharing how the government works.  His careers in his roles of working in the commission office and as an Ohio State Senator has enabled him to maintain a personal working relationship with those colleagues.  This allowed him to continue to bring real-world experience to the classrooms and also continue to keep him engaged in a number of issues affecting the community he works and resides in to ensure smooth communications and involvement of all community members.
