[ARCHIVED] City of Beavercreek Electric Aggregation Program Changing Supplier to Constellation

City of Beavercreek residents will likely receive a letter from AES Ohio, as required by law, confirming a request to change their electric supplier under Ohio’s Electric Choice program. The notice will state that service will move from Dynegy Energy to Constellation New Energy. AES Ohio sent the letter as the company will continue to deliver electricity, send bills, and handle payments and outages.

The change is part of the city’s electric aggregation program, which allows the City of Beavercreek to negotiate electricity rates on behalf of residents and small businesses. The switch follows the expiration of the city’s current contract with Dynegy and a new agreement with Constellation.

Background

Beavercreek’s electric aggregation program began in November 2003, when voters authorized the city to form an aggregation group to secure lower electricity rates for residents and small business owners.

The program leverages collective buying power to negotiate competitive rates with certified suppliers and is regulated by the Public Utilities Commission of Ohio. Before each contract cycle ends, the city solicits competitive bids to select a new supplier.

Current Supplier: Dynegy 

Residents and small businesses currently enrolled in the aggregation program receive electricity from Dynegy at a fixed rate of 6.928 cents per kilowatt-hour through August 2025. 

New Supplier and Rates: Constellation 

Starting with the September 2025 billing cycle, Constellation will supply electricity under a 16-month contract through December 2026. The new rates will be 8.699 cents per kilowatt-hour for the standard fixed rate, and 9.021 cents per kilowatt-hour for the enhanced Renewable Energy Credit product sourced from wind and solar. For comparison, AES Ohio’s standard service rate is 9.45 cents per kilowatt-hour. Constellation offered more competitive pricing than Dynegy in the latest bidding process.

Enrollment 

If you received a letter, no action is needed to remain enrolled in the city’s electric aggregation program. There are no enrollment, switching or early termination fees, and participants may opt in or out at any time without penalty.

Residents under contract with another supplier should check for possible cancellation fees before switching. Participation in the program is voluntary, and residents may choose their own energy provider. To identify your current supplier, check the “supply charges” section on your bill.

Gas aggregation program 

In November 2003, voters also approved a natural gas aggregation program. The city has certification from the Public Utilities Commission of Ohio to operate it but has not moved forward due to market conditions.

The City of Beavercreek, in partnership with Energy Alliances, continues to monitor prices and may launch the program when rates become more favorable.
